The College of Law at the University of Karbala discussed the doctoral thesis of the student Muhammad Sultan Hassan, entitled (The legal organization of the administration’s authority in administrative closure, a comparative study).

The study aimed to demonstrate the extent of the administration’s authority to permanently or temporarily close an institution or facility belonging to a citizen whenever it commits administrative violations that would threaten the lives or health of people.

The study found that the Iraqi legislator has adopted this procedure or penalty of closure in many legislations regulating professional activities.

The study recommended the need for the Iraqi legislator to clearly unify the procedures and guarantees for individuals in order to achieve a comprehensive and unified vision instead of the multiplicity of visions and their disparity between legal texts.
