A master’s thesis at the College of Law at the University of Karbala discussed the legal regulation of replacing members of the House of Representatives, submitted by student Saja Adnan Jaafar.

The study aimed to point out the shortcomings in Iraqi legislation with regard to the constitutional and legal organization for replacing members of the House of Representatives and to address the shortcomings surrounding the Iraqi Replacement Law No. 6 of 2006.

The study concluded that the Iraqi legislator neglected to specify the legal period necessary for replacement, which results in the parliamentary seat remaining vacant for a period of time, and this affects the progress of parliamentary work.

The study recommended the necessity of amending the replacement law by including specifying the legal period required for replacement, which is (60) days from the date the parliamentary seat becomes vacant, similar to other laws whose legislative system is close to Iraqi legislation.
