A doctoral thesis at the College of Law at the University of Karbala discussed the legal system for interests protection missions in international law, submitted by researcher Hammam Hatem Karim.

The study aimed to shed light on an institution that has sparked controversy among public international law jurists in the past few decades and up to the present day. As a result of the development and advancement that has occurred in all aspects.

The study concluded that the Iraqi legislator did not comply with the 1961 Vienna Convention regarding the cases that prompt countries to resort to the Interests Section.

The study recommended that the Iraqi legislator should include the cases of summons and the initial absence of diplomatic representation in Article (1, Paragraph 8) of Protocol No. 4 of 2016 in line with the Vienna Convention of 1961.
